Love

We love God and people deeply, just like Jesus did, and show others how to do the same. This starts when we gather together and continues as we take steps toward spiritual growth, learning to reflect God’s heart in everyday life.


Live

We believe following Jesus is something you live out, not just learn about. Through groups and classes, we grow deeper in God’s Word and in a real, growing relationship with Him.


Lead

We grow by serving others. Leadership begins when you step in, get involved, and give back to what has shaped you. As we serve, we help others grow—continuing the life-changing work God has done in us.

Dr. Rusty and
Pastor Victoria Railey

Our Lead Pastors

Rusty and Victoria Railey have served as Lead Pastors of Victory City Church since 2016, leading a growing, multi-generational and multi-cultural church with faith, courage, and compassion. Together, they are passionate about creating a Christ-centered environment where people can encounter God, grow in faith, and step into the life God has designed for them.

Rusty Railey is known for bringing Scripture to life with clarity and conviction, helping people of all backgrounds engage deeply with God’s Word. He leads Victory City as a Presence-driven church, pursuing excellence while remaining rooted in biblical truth and genuine care for people. He holds a bachelor’s degree in theology, a master’s degree in Missional Leadership, and a Ph.D. in Practical Theology.

Victoria brings warmth, wisdom, and encouragement to her leadership, communicating God’s Word in a way that feels both approachable and deeply meaningful. With a background in public education and a heart for family, she is passionate about helping others experience the joy of walking with Christ in everyday life.

Married since 2001, Rusty and Victoria are proud parents to their daughters, Ruthie and Vera. Together, they love building community, sharing life with others, and creating space for faith to flourish.
